D. Gibbons was that lady, yes.
But charlie at the end of episode 2 says "D.Gibbons is a bad man" or something along those lines. So obviously the cupcake lady and the other D.Gibbons are different? Not sure, it made me think

Maybe the group of the people involved all call themselves D. Gibbons. Maybe there's more than one, but Charlie just saw the man D. Gibbons.

whenever I see D.Gibbons I keep thinking of Watchmen's artist Dave Gibbons... nice guy, met him in a comic convention a few months ago.

Dee Dee Gibbons came to the FBI because in her future she had mentioned the FBI officer's names, but the only reason she knew them was because she'd gone to the FBI in the first place...It's like the compass in Lost all over again.
In regards to the actual D Gibbons, he is the man they were looking for in Pigeon, and indeed they found him, only for him to blow stuff up and then leave. --------------------  |

Episode 2 at the 16 minute mark Dee Dee Gibbons comes in from Dedelicious Cupcakes of Annaheim.
She details to the FBI people about her FF where she's having an argument with her credit card company and that they should contact Benfort/Noh. The FBI then figure out that she has a cloned credit card as it was used at two separate locations miles from each other and two minutes apart, which was a physical impossibility. They absolve her of responsibility and assume the other D Gibbons is a credit card scammer. The D Gibbons they then refer to in Pigeon, Utah, is a person of interest as the "cloned card" D Gibbons. He clearly has an exit strategy in the doll factory, where he has submersed his computers in a flammable liquid which he sets fire to as he escapes. This "clone" D Gibbons is later ID'd as speaking on the mobile phone to "Suspect zero" while the rest of the world was blacked out.
